How to vote in Brno as a citizen of another EU country

What you need to arrange and by when – a step-by-step guide prepared for you by the Green Party in Brno.

Municipal elections in Brno take place on Friday, 9 October 2026 (14:00–22:00) and Saturday, 10 October 2026 (8:00–14:00).

Does this apply to you?

If you are a citizen of another EU country, are at least 18 years old, and live in Brno, you have the right to vote here in the municipal elections. However, the law requires you to do two things yourself, in time:

  1. Get official proof of your residence in the Czech Republic (if you don't already have it)
  2. Submit an application to be added to the voter list at your city district office

Without these two steps, you won't be allowed to vote at the polling station – even if you'd otherwise be eligible. Below we explain how to do both, and also what to do if you already have proof of residence.

Getting proof of residence can take 6–8 weeks.

You must submit your voter list application by 7 October 2026, 16:00 at the latest. If you miss this, you won't be able to vote.

Then you already have the document you need – feel free to skip the first step and go straight to registering on the voter list.

What is "proof of residence"

In the next steps you'll come across the official term certificate of registration of an EU citizen. This document used to be called a "temporary residence permit", and people sometimes still call it that – it's the same thing, only the official name has changed. The same applies if you have permanent residence in Brno.

Without this document, the city district office will not add you to the voter list – a rental agreement is not enough, nor is the fact that you actually live in Brno.

ℹ️ Registering on Brno's voter list for the municipal elections does not affect your voting rights in your home country in any way – the two rights exist independently of each other.

Step 1 of 3Get proof of residence

What you'll be applying for: a certificate of registration of an EU citizen. It's valid for 10 years, and issuing it involves only a one-time administrative fee.

How to book an appointment

  1. Go to frs.gov.cz – the Ministry of the Interior's booking system
  2. Register an account (the confirmation e-mail comes from noreply@frs.gov.cz)
  3. After logging in, click "Rezervace termínu" (Book an appointment) and choose the purpose of your visit, date and time
  4. You can check or change your appointment under "Moje rezervace" (My reservations)

You can also book by phone at the number above.

ℹ️ Booking in advance is not required. Without a reservation you'll be served in the order you arrive – but booking will save you waiting time, since slots are often full weeks in advance. The sooner you book, the better your chances of completing the voter list registration by 7 October.

What to bring for your in-person visit

Note: documents must be submitted in Czech or Slovak. If they are in another language – for example an employment contract in English – you'll need an official translation.

Price: 200 CZK. At the Ministry of the Interior office, payment is by card only – cash and revenue stamps are not accepted. If you don't have a card with you, you'll be asked to pay later by bank transfer or postal order.

How long the whole process takes

Alternative: applying by post

If you can't manage an in-person visit, you can also send the application by registered mail to the OAMP Brno address (Tuřanka 1554/115b, 627 00 Brno). For postal applications, the fee must be paid in advance by bank transfer.

  1. Generate your payment details on the Information Portal for Foreigners (the Ministry of the Interior's account number and your variable symbol)
  2. Pay the 200 CZK fee by bank transfer before sending the application
  3. Attach proof of payment, including the variable symbol, to your application

For the attached documents, it also matters whether a plain copy or an officially certified copy is required:

⚠️ We don't recommend applying by post if time matters to you. If anything is missing from the envelope, or you send the wrong type of copy, the office won't process the application until you provide the missing documents – and you'll find out about the mistake with a delay. During an in-person visit, an official checks everything on the spot.

You can also submit the application electronically – via a data box (datová schránka), or by e-mail with a recognised electronic signature. Detailed instructions are available at ipc.gov.cz.

Step 2 of 3Register on the voter list

Once you have your certificate of registration in hand, go to the office of the Brno city district where you live, and apply to be added to the supplementary permanent voter list.

You can also call or e-mail them to check exactly which office handles voter list registration in your district and what their opening hours are.

🔴 7 October 2026, 16:00. After this deadline, the office will not add you to the list and you will not be able to vote.

ℹ️ Registration is permanent. You won't need to apply again for the next municipal elections in 4 years – unless you move outside your city district in Brno.

On site you'll receive two ballot papers:

On both ballot papers you can mark up to as many names as there are council seats being elected (55 for the city of Brno, fewer for city districts). You can also simplify this and give all your votes to a single party, or combine your choice: give your vote to a party and also select individual candidates from other parties. Those votes are then deducted from the end of your preferred party's list.

In Czech municipal elections, the mayor is not elected directly, but is subsequently chosen from among the council members. Traditionally, the candidate for mayor is person number 1 on that party's list.

⚠️ There is no postal voting or proxy voting option in municipal elections. You must come in person to a polling station in Brno – otherwise you cannot vote.

Frequently asked questions

Do I need proof of residence even though I actually live in Brno and have a rental agreement? Yes. Actually living somewhere isn't enough – the law requires official proof of residence (certificate of registration).

Do I need to book an appointment at OAMP in advance? No, booking is only recommended. Without a reservation you'll be served in the order you arrive – but a reservation will save you waiting time.

What if I miss the 7 October deadline? Unfortunately you won't be able to vote. Registration cannot be added after the deadline.

Does registering on Brno's voter list affect my voting rights back home in another EU country? No, the two rights are independent of each other.

Do I need to apply for registration again for the next elections? No, registration is permanent, as long as you don't move or your residence conditions don't change.
